Details & sources

Rental licensing / registration

Yes. No one may rent or provide residential occupancy, even for one day and even without pay, in any rental dwelling (single-family, two-family, townhouse, multifamily or apartment) until the code official has issued a rental license. All non-owner-occupied rental buildings must be licensed and inspected, except where the occupants are listed on the recorded deed (§ 802.1). Occupancy before the license is issued is a violation, with administrative fines of $300 per day (§ 802.1.2). The fee is set by municipal resolution, the license must be posted where occupants can see it, and holding a license counts as consent to inspection (§§ 802.9, 802.10).
