Yes. It is unlawful to rent a residential unit without an active annual City residential rental license. New owners must apply within 10 business days of the title transfer, and fees are due every year by December 31. Each unit must pass a housing and property maintenance inspection after the license is issued. Owners living outside Lehigh County must name a responsible agent who lives or works in the county.
