Owners or others in charge who permit a chronic nuisance property (repeated nuisance or criminal activity) are in violation and face city abatement remedies. The code states: "(B) Any person who permits property under his or her ownership or control to be a chronic nuisance property shall be in violation of this chapter and subject to its remedies" (§ 98.10).
