Owners or others in charge who permit a chronic nuisance property are in violation; after police notice they must submit an abatement plan within ten days. The code states: "Any person in charge who permits property to be a chronic nuisance property shall be in violation of these provisions and subject to the remedies prescribed herein" (§ 8.02.020).
