Rent control / stabilization

Yes. When a lease expires or a periodic tenancy is renewed, the rent increase is capped at 3% if the rent includes water, or 2.5% if it doesn't (§ 353-3). Periodic tenants with terms under a year can't be raised until the tenancy passes 12 months. The landlord must first notify the tenant by certified or registered mail with the calculation of the increase (§ 353-7). Landlords whose reasonable operating expenses exceed 60% of rental income can apply to the Rent Leveling Board for a hardship increase (§ 353-8). Motels, hotels, and owner-occupied buildings of three units or fewer are excluded (§ 353-1).
