Rent control / stabilization

Yes. Under the Rent Stabilization of 2025 section, for six years from its effective date, landlords of covered multiple-dwelling units may raise rent only once in any 12-month period, by at most 3% on the tenancy's anniversary date, plus an itemized pass-through of the unit's floor-area share of any municipal property-tax increase (§ 231-23). The limits stay in effect when a unit becomes vacant. Units built after 1996 are exempt for up to 30 years after construction (or the first mortgage's amortization period, if shorter), and properties paying a PILOT are exempt until it expires. One-family houses, owner-occupied two-family houses and hotels/motels are outside the chapter (§ 231-1).
