Rent control / stabilization
Yes. When a lease ends, rent may not rise by more than the change in the Price Index (measured from three months before the lease term began). Periodic tenants may not get increases above the prior year's average Price Index change. Only one cost-of-living increase is allowed per 12 months, and landlords must apply to the Rent Leveling Board in writing and notify tenants. (A further cap in § 5(d) was not legible in the scan.)
