Rental licensing / registration

Yes, through dwelling certificates. Every owner and/or tenant of a dwelling unit must file a dwelling certificate with the Zoning Officer, and both the owner and tenant certify that the information is true (§ 128-2). A new certificate must be filed no more than 60 days before any change of occupancy or first occupancy of a new or rebuilt building, and before the sale of a one- or two-unit dwelling. If a tenant refuses to give the number of adult occupants and children's ages, the owner files the certificate with a written statement about the refusal.
