Rent control / stabilization
San Antonio has no local rent control. The City Charter (Art. I, § 3) excludes rent control from the city's powers. State law separately allows Texas cities to impose rent control only after a disaster-related housing emergency, with the governor's approval (Tex. Local Gov't Code § 214.902).
