In Balch Springs, each rental housing unit must be registered with the city and get a certificate of occupancy before it is rented (§ 38-604). Code text: "(a) No person shall engage in the business of providing rental housing property or units to a tenant or prospective tenant an owner or landlord of a rental housing property unless: (1) Each rental housing unit is registered with the city and obtains a certificate of occupancy."
