What are the Airbnb / short-term rental rules in Oregon?

In Oregon, a place with rooms, apartments or sleeping facilities rented by the day or week to travelers is a "travelers accommodation," a type of tourist facility that needs a license from the Oregon Health Authority (fee set by rule, up to $100). A single-family residence occupied as a home that rents no more than two sleeping rooms to no more than six travelers at a time is exempt. Statute text: "No person shall establish, operate, manage or maintain a tourist facility, without a license from the Director of the Oregon Health Authority." (ORS 446.310(11)-(12), 446.320(1), 446.321(1), 446.325(2)(a)).
