Can a tenant fix something and deduct it from rent in Oregon?

For a minor habitability defect that can be fixed for $300 or less (not mold, radon, asbestos or lead paint), the tenant may give written notice with a repair date at least 7 days later, then have it fixed and deduct up to $300 from rent.
