Can a tenant fix something and deduct it from rent in Missouri?

A tenant with 6 months of on-time rent and no uncured violations may give written notice of a code violation costing less than $300 or half the rent (max one month's rent). If not fixed in 14 days, the tenant may have it done and deduct the cost with receipts, up to one month's rent per 12 months.
