Can a tenant fix something and deduct it from rent in Oklahoma?

If a health-related defect can be fixed for less than $100, the tenant may give written notice; if the landlord doesn't fix it within 14 days, the tenant may have the work done and deduct the cost after giving an itemized statement. Tenants can also buy heat, water or other essential services the landlord fails to supply and deduct the cost.
