Can a tenant fix something and deduct it from rent in Kentucky?

Where a city or county has adopted the Uniform Residential Landlord and Tenant Act, a tenant may buy heat, water, electricity, gas or other essential services the landlord wrongfully fails to supply and deduct the cost from rent, after written notice. Outside those localities, a search of KRS ch. 383 found no repair-and-deduct rule.
