Can a tenant fix something and deduct it from rent in Virginia?

If a serious condition (e.g., no heat or water, a rodent infestation, a fire or safety hazard) isn't addressed within 14 days of written notice, the tenant may hire a licensed contractor and deduct the actual cost, up to the greater of one month's rent or $1,500, with an itemized statement and receipts.
