A rental housing license requires a certificate of inspection showing each unit meets the city's safety standards. The code states: "Each license shall include a certificate of inspection warranting that each dwelling unit complies with the standards of Section 4.40.040 and does not present conditions that endanger or impair the health or safety of the tenants" (§ 4.40.030).
