Renting or advertising a residential unit for short-term lodging requires a city short-term lodging permit for that unit; the number of permits is capped. The code states: "No owner of a lodging unit shall advertise for rent or rent a lodging unit located within a residential district or multi-use area for a short term without a valid short term lodging permit for that unit issued pursuant to this chapter" (§ 5.95.020).
