Just-cause eviction

Emeryville's just-cause ordinance allows a landlord to end a tenancy of a covered unit only for an enumerated just cause, and only with a valid residential landlord business license, a notice of tenant rights and a termination notice served on the tenant and the city; relocation assistance applies to no-fault terminations. The ordinance dates from Ord. 16-011 (effective April 1, 2017); under Civ. Code § 1946.2(i)(1)(A), property subject to a local just-cause ordinance adopted on or before September 1, 2019 follows the local ordinance instead of the statewide AB 1482 rule. The code states: "No landlord may terminate a residential tenancy of a covered unit unless the landlord can demonstrate" (§ 5-40.03).
