Back to quick facts ↑Rental licensing / registration
Charlotte has no general rental registry. Under Code ch. 6 art. XII, only owners of residential rental property whose quarterly police 'disorder activity count' is at or above the disorder risk threshold (the 96th percentile for its size category) must register (§§ 6-582, 6-583). They must give the property address, the owner's or agent's contact details (no P.O. boxes) and the unit count, registering each parcel separately. Owners are notified by certified mail and must attend a meeting with police; if the property is designated 'in need of remedial action', they must follow a remedial action plan with quarterly reviews, and the designation binds later owners (§§ 6-584 to 6-587). Registration ends once the count falls below the threshold. Penalties: $50 civil penalty each for failing to register, giving false information or missing a required meeting, plus a $50 late fee if unpaid or not appealed within 30 days (§ 6-588).
