Pennsylvania Repair and deduct

Can a tenant fix something and deduct it from rent in Pennsylvania?

A search of the full Landlord and Tenant Act of 1951 found no repair-and-deduct provision. Whether such a remedy exists comes from sources outside the Act, which this site has not verified.
