Delaware Repair and deduct
Can a tenant fix something and deduct it from rent in Delaware?
If the landlord doesn't fix the problem within 30 days of written notice (or start fixing it within 10 days), the tenant may have it professionally repaired and deduct up to $400 or half a month's rent, whichever is less, with receipts. Tenants behind on rent can't use this remedy.
