Can a tenant withhold rent for repairs in Oregon?

Oregon's landlord-tenant chapter has no general rent-withholding procedure. If a tenant counterclaims in an eviction for possession or rent, the court may order the tenant to pay into court all or part of the rent accrued and accruing, then decides what each side is owed. If the landlord fails to supply essential services, ORS 90.365 lets the tenant buy them and deduct the cost or seek reduced-rent damages.
