New York Rent control / state preemption
Can cities in New York pass rent control?
No preemption. Rent stabilization applies in NYC and in Nassau, Rockland and Westchester counties (through local Rent Guidelines Boards), and since June 15, 2019 other localities may adopt rent stabilization if they declare a housing emergency.
