Connecticut Rent control / state preemption

Can cities in Connecticut pass rent control?

The CT Office of Legislative Research reports that Connecticut law does not let municipalities adopt rent control ordinances. Instead, towns may (and larger towns must) set up fair rent commissions to control excessive rents (CGS §§ 7-148b to 7-148g). Under the 2026 statute, towns of 15,000 or more must create or join one by Jan. 1, 2028.
