Rental housing covered by this code must be registered, licensed or permitted with the city. The code states: "On and after the effective date, no property owner shall lease, continue to lease, or in any manner permit the occupancy of a rental dwelling to any other person unless a rental license is in effect for such rental dwelling" (§ 18-664).
