Rental licensing / registration
Rental housing covered by this code must be registered, licensed or permitted with the city. The code states: "(1) All rental units must be registered in accordance with this chapter by April 1 st of each year; rental units entering the rental housing market must be registered and pay the appropriate fee prior to their listing as an available rental unit or prior to their first occupancy, whichever is earlier" (§ 23-3).
