Rental housing covered by this code must be registered, licensed or permitted with the city. The code states: "No person, as defined in section 5-101 (d), shall lease or rent or offer for lease or rent any residential structure without first making application to the city for an occupation license on the terms and conditions set forth in this Code" (§ 5-702).
