Rental housing covered by this code must be registered, licensed or certified. The code states: "No person shall allow to be occupied, rent to another for occupancy or offer to rent to another for occupancy, any dwelling unit unless the owner has first obtained a license or provisional license under the terms of this article" (§ 7-102).
