Short-term rentals (Airbnb)
Prohibited. No one may operate, use, offer, or advertise any property in Naperville as a short-term residential rental, meaning a residential structure rented for 30 consecutive days or less; hotels, B&Bs and boarding facilities are not included (§§ 3-18-1, 3-18-3). The only exception is a seller who stays on after closing and leases the home back from the buyer under a written agreement. A violating rental may be treated as a public nuisance, with the owner paying the city's legal costs (§ 3-18-4). Fines are $1,000 for a first offense and $2,500 for a second or later offense within 12 months, and each day is a separate offense (§ 3-18-5).
