Short-term rentals (Airbnb)
Yes, by permit. Operating a short-term rental home without a valid permit is prohibited. Operating without one makes the owner ineligible to apply for a permit for five years (§ 19.65.080). A short-term rental home is allowed in only one single-family dwelling per lot, never in an accessory dwelling, and generally only one permit is approved per lot; no owner may hold more than one permit for condo units (§ 19.65.030(A)). Each permitted unit must be rented to one group under a single agreement, with exceptions on Lānaʻi and where the owner lives next door. The permit holder needs current transient accommodations tax and general excise tax licenses, and must hold at least a 50% interest in the lot.
