Rental housing covered by this code must be registered, licensed or permitted with the city. The code states: "(a) No owner of a residential rental unit shall allow such unit to be occupied by a tenant without first obtaining a valid occupancy permit or temporary occupancy permit from the HAND department" (§ 16.03.030).
