Washington Rent control / state preemption

Last reviewed 2026-10-15

Can cities in Washington pass rent control?

There is a statewide cap: no rent increase during the first 12 months of a tenancy, and no more than 7% plus CPI, or 10% (whichever is less), in any 12-month period (exemptions under RCW 59.18.710; Commerce publishes the yearly maximum). Cities and towns may not adopt their own rent control (RCW 35.21.830).
