Last reviewed 2026-10-15

Can a landlord change the locks or shut off utilities in Washington?

Removing or excluding a tenant without a court order is unlawful. The tenant can recover possession or end the lease, plus damages and attorney's fees (§ 59.18.290). Intentionally cutting off water, heat, electricity or gas (except briefly for repairs) makes the landlord liable for damages and up to $100 per day (§ 59.18.300).
