Virginia Rent control / state preemption
Can cities in Virginia pass rent control?
Effectively yes. The VRLTA applies statewide, can't be waived or modified by localities, and supersedes all other local ordinances on landlord-tenant relations and residential leasing. Localities may only mediate disputes or enforce property maintenance codes.
