District of Columbia Rent control / state preemption
Can cities in District of Columbia pass rent control?
No preemption: D.C. runs its own rent stabilization program. For covered units, the annual adjustment of general applicability equals the prior year's CPI-W change, may not exceed 10%, and may be taken only once every 12 months (other adjustments under subsection (c) also apply).
