Can a tenant break a lease early for domestic violence or military service in Vermont?

Victims of abuse, sexual assault or stalking (or their custodial parent or guardian) may end a lease without penalty with at least 30 days' written notice and supporting documentation (a self-certification form is allowed). They may also require a lock change within 48 hours.
