Can a tenant withhold rent for repairs in Utah?

Utah has no rent escrow. Instead, after a written notice of deficient condition, if the owner doesn't take substantial action within the corrective period and the renter chose the rent abatement remedy, rent is abated from the notice date, the lease ends, the owner must immediately return the full deposit and prorated prepaid rent, and the renter must move out within 10 days.
