Can a tenant fix something and deduct it from rent in Maine?

If an unsafe condition costs less than $500 or half the monthly rent (whichever is greater) to fix, the tenant may give written notice by certified mail; if the landlord doesn't fix it within 14 days (sooner in emergencies), the tenant may have it professionally repaired and deduct the cost after giving an itemized statement.
