Can a tenant withhold rent for repairs in Connecticut?

A tenant may sue in housing court over code violations, but only after complaining to the municipal code agency at least 21 days before filing. Rent is paid into court while the case is pending. The tenant can't file if a valid notice to quit has already been served.
