Is a move-in or move-out inspection checklist required in Connecticut?

Since January 1, 2024, after signing but before move-in, the landlord must offer a joint walk-through using the Department of Housing checklist. Both parties sign copies. Conditions noted on the checklist cannot be charged to the tenant's deposit at move-out.
