Connecticut Lockouts and utility shutoffs
Can a landlord change the locks or shut off utilities in Connecticut?
Forcible entry and detainer covers anyone who forcibly takes or holds a dwelling, or enters and removes or detains the occupant's personal property, without the occupant's consent. The ousted occupant may file a complaint with a Superior Court judge for a prompt hearing (§ 47a-43) and may recover double damages and costs (§ 47a-46).
