Can a tenant fix something and deduct it from rent in Arizona?

If the landlord fails to keep the unit fit and the repair costs less than $300 or half a month's rent (whichever is greater), the tenant may give written notice; if not fixed in 10 days (sooner in emergencies), the tenant may have a licensed contractor do the work and deduct the cost after giving an itemized statement and lien waiver.
