Rental licensing / registration
Yes. It is unlawful to keep, operate or maintain a rental dwelling in Provo without a City business license. One license can cover multiple rental dwellings owned by the same person, and licenses can't be transferred, so new owners must get their own. Owners who are not Utah residents must designate a resident agent in writing. There are exceptions for owner-occupied homes rented temporarily during a hospital or care-facility stay, or during a bona fide absence of three years or less.
