Rental licensing / registration
Yes. All rental properties except owner-occupied single-family homes must be registered with the city, listing the owners' and agents' names, phone numbers and addresses and the property location (§ 1460.44(a)). Owners must register within 30 days after offering a unit for occupancy, and new owners or agents must notify the city in writing within 30 days of a transfer or change. Registered units can't be occupied until the Office of Code Compliance issues a certificate of compliance. That requires an inspection, paid fees, proof of insurance covering tenant relocation costs, and no delinquent property taxes (§ 1460.49). If tenants must leave an unsafe unit and there's no relocation insurance, the owner owes the city a tenant relocation fee (§ 1460.51).
