No owner or operator may rent, or offer for rent, a dwelling unit unless it is registered as a rental dwelling with the Inspection Division and a valid Letter of Compliance has been issued or is pending. Letters of Compliance are issued for one- to four-year terms and can't be renewed without an inspection.
