Maryland Rent withholding / escrow
Can a tenant withhold rent for repairs in Maryland?
For serious and dangerous defects, if the landlord doesn't fix them within a reasonable time after notice (more than 30 days is presumed unreasonable), the tenant may pay rent into court or raise the defects as a defense. Cosmetic problems and lack of air conditioning aren't covered.
