Can cities in Hawaii pass rent control?

Hawaii's Residential Landlord-Tenant Code (HRS ch. 521, read in full on 2026-10-15) neither imposes rent control nor preempts county rent control. It regulates only rent-increase notice (§ 521-21(d)–(e)) and bans retaliatory increases (§ 521-74).
